Cape Coral Council Votes Monday on a $10 Million Costco Incentive — and on Undoing the North 3 Utility Assessments
Two of the year's biggest Cape Coral decisions land on the same Monday agenda: a $10 million incentive to bring Costco to 600 Chiquita Boulevard, and resolutions rescinding the North 3 utility expansion assessments the council adopted in September.

The Cape Coral City Council meets at 4 p.m. Monday, November 2, in council chambers at 1015 Cultural Park Boulevard, with a warehouse giant at the top of the agenda. Resolution 302-26 is a $10 million incentive agreement with Costco Wholesale Corporation toward site development and impact fees for a wholesale and retail store, the result of discussions the city says have continued since February.
The proposed store is planned for 600 Chiquita Boulevard South, at the northwest corner of Pine Island Road and Chiquita Boulevard — an roughly 165,000-square-foot warehouse with a fueling station. City Manager Michael Ilczyszyn has said the project would bring employment while giving Cape Coral residents an alternative to crossing the Caloosahatchee River to shop at the Fort Myers Costco locations, and Council member Jennifer Nelson-Lastra has put the jobs figure at about 300. No opening date has been announced; the schedule depends on Costco's construction timeline.
The same meeting reaches backward as well as forward. Resolutions 311-26, 312-26 and 313-26, on the consent agenda, would rescind the initial North 3 Utility Expansion Project assessments for potable water, wastewater and irrigation that the council adopted on September 28. The move follows direction given at the council's October 14 workshop to eliminate the roadway component known as Alternative 5 and reissue the North 3 construction bids. The meeting is open to the public, and the agenda is posted on the city's website.
