Cape Coral Council Votes Monday on Rescinding the North 3 Utility Assessments
Three resolutions before the Cape Coral City Council on Monday would rescind the North 3 Utility Expansion Project's initial water, wastewater and irrigation assessments, adopted September 28, and send the project back out to bid without its roadway component.

Three resolutions that would rescind the North 3 Utility Expansion Project's initial assessments are among the items before the Cape Coral City Council on Monday, the Cape Coral Breeze reported. Resolution 311-26 would rescind the initial assessment for the North 3 Potable Water Improvement Area, Resolution 312-26 the wastewater assessment, and Resolution 313-26 the irrigation assessment — all three adopted on September 28.
Resolution 311-26 sits on the council's consent agenda, meaning there will be no discussion unless a member pulls the item. The move follows direction given at the council's October 14 workshop to proceed with option C: eliminating the roadway component known as Alternative 5 and reissuing the construction bids associated with the North 3 UEP.
The same meeting, a public hearing, takes up Resolution 314-26, under which the council would decline to accept the October 7 nomination of Four Freedoms Park as a historic and cultural resource, while directing staff to work with the Cape Coral Historical Society on a historical monument for the park. Council members will also introduce Ordinance 64-26, setting a November 18 public hearing on awarding FCC Environmental Services Florida LLC an exclusive solid-waste franchise — a proposed 10-year term beginning October 1, 2027, with an option for one five-year renewal.
The meeting is scheduled for 4 p.m. Monday, November 2, in council chambers at 1015 Cultural Park Blvd. It is open to the public and can be watched live on Comcast Channel 98 or on YouTube at @CapeTV, according to the Breeze.
